Documents that are notarized or are public records (such as marriage certificates) that will be sent to another country, require verification or legalization of the notary's or other state official's signature and official capacity prior to acceptance by the receiving country. Documents destined for countries participating in an International Treaty called the Hague Convention require an Apostille. Documents being sent to a country not participating in the Hague Convention may also require certification. In that case, a Certificate of Notarial Authority is issued by the State's Secretary of State. Further authentication is necessary from the US Department of State and the Embassy or Consulate of the country the document will be used in.
